Core Beliefs dictate what you do at your church, and should never change.  Core Values describe how you do it, and may change as your environment changes.  A church that has tradition as a core value is going to look different than a church that has effective use of the arts as a core value.  Both churches may hold identical core beliefs, and both churches may be effectively reaching people with the truth of Jesus, but their approach will be different.
